Julian Treasure has given several TED talks on the importance of sound in our disorienting world and in his talk "Why Architects Need to Use Their Ears," he discusses the poor design of buildings to accommodate sound. He points out that 50% of what a teacher says in an average classroom is lost to poor acoustic spaces. The reverberation from the flat walls and from outside noise makes information hard to understand. To fix these classrooms it would cost a little over $4000 but if you were to send a hearing impaired child to a facility that has these $4000 accommodations costs over $130,000 a year. The cost effectiveness is obvious. Treasure also talks about the stress created on patients who are trying to sleep in hospitals with the decibel level from machines and the activity in the hospital. Anyway, it's a great talk so watch it!
